Regjeringen har planer om å forby eller forhindre flyktninger med oppholdstillatelse i Norge å flytte fra den tilviste kommunen. Dette har medført juridisk debatt om lovligheten etter menneskerettighetene og FNs flyktningkonvensjon. Professor Terje Einarsen, styreleder i ICJ Norge, mener at det foreslåtte forbudet vil være i strid med flyktningkonvensjonen, uansett innretning og regjeringens nærmere begrunnelse.

«Norway today became the second Government to deposit with the UN Secretary-General its ratification of the Convention relating to the Status of Refugees. This Convention was adopted July 1951 and needs a total of six ratifications or accessions to come into force.
